Action handling sanitization

Currently, action handling is a scoped mess between different parts of the editor. In a near future version, we plan on restructuring it into one centralized approach.

An action handler is created once on the Flutter side of the application, handling all state mutation requests throughout the app. It also acts as a central keyboard shortcut handler, aggregating all keyboard shortcuts in one place. This opens the door for user keymap customization and future accessibility features.
